Make "Save party playlist to my library when the party finishes" off by default with a dialog popup to ask to enable

When ending any party, simply ask the user "Would you like to save party playlists to your library when a party finishes? Click Yes to enable this setting" with a "Don't show me this again" checkbox similar to many other setting popups. Otherwise, auto-created playlists could easily bloat a user's library before they're even aware it's a setting they can turn off.

Currently this is a setting in user settings with default off. Then when you join a party there's a toggle for that party that uses the choice from settings. I feel this implementation is more hands-off, less intrusive. It prevents the need for a dialog when you leave a party and menu diving to enable this feature per-party.
